    Job Summary

    The Labor Relations Manager is responsible for facilitating the implementation of Labor Strategies in Union Operations and Positive Employee Relations in Union Free Operations. The role will focus on Labor Relations Management as an agent of change to optimize operational performance. Operationally, the Labor Relations Manager participates in labor negotiations, administers and interprets collective bargaining agreements, advises management on labor issues, and represents management in grievance administration procedures.

    Duties/Responsibilities

    • Consult with DI Legal, Human Resources Partners, and Program leaders to understand business needs vis-à-vis labor/employee relations strategy. Build and maintain collaborative working relationships with all Human Resource Partners; Program leadership; and Union Representatives. Understand the Company’s labor agreements and the key productivity levers within those agreements. Provide analysis, and assist in the development of Program specific labor engagement plans which include action item plans, time lines, and measurable metrics. Review Collective Bargaining Agreements to develop opportunities for economic efficiencies; supports preparation of draft economic authorizations; elimination of problematic language; prepare draft management contract proposals; provide input for Business Development analysis. Implement and administer CBA provisions. Handle grievances as needed by the enterprise. Review incident reports to determine policy and/or technical requirement(s) allegedly violated; if evidence submitted supports violation(s); and, discussion of potential discipline. Review grievance allegations and assist management with responses; ensure grievance files contain needed documentation required for successful presentation at Step 3 meetings and potential arbitrations. Respond to Unfair Labor Practice charges. Assist or make Company presentations in arbitration cases. Ensure company compliance with federal and state labor and employment laws applicable to bargaining unit employees. Investigate and draft Company’s position statement for EEOC and NLRB charges filed. Develop work papers and professional briefs on Employee Relations and Labor Relations issues. Assess needs, identify and recommend company-wide strategies that contribute to the development of a flexible and effective workplace. Manage large-scale, enterprise-wide projects designed to build organization, team and/or individual capabilities Develop and deliver labor and employee relations training to managers and front line supervisors on contract interpretation, grievance administration, labor campaigns, arbitration, effective leadership, positive employee relations, etc. Collaborate with all levels of employees as well as provide positive motivation for change. Lead large scale change initiatives such as culture transformation, employee engagement programs, and strategies for organizational development. Perform other qualified duties as assigned.

    *Minimum Qualifications

    • Bachelors’ degree required, preferably in Industrial/Labor Relations, Human Resource Management, or associated discipline. Two (2) years of related experience may substitute for each one (1) year of the degree requirement. Master’s degree or JD preferred. 8 to 10 years of labor relations experience with unionized workforces, to include labor contract negotiations, administering and interpreting multiple collective barging agreements, leading grievance meetings, advising management on labor policies, and representing organizations on labor issues. Prior experience with IAM, IUE, and/or IBT preferred. Experience in an Employee Engagement role and/or successful experience in resolving conflicts and customer issues. Two (2) or more years previous experience in Aviation/Aerospace Labor Relations environment, working within the guidelines the Service Contract Act preferred. Experience with US Government contracting requirements with experience with the Department of Defense preferred.
